To create a guild inside SWTOR you will need the following:

• 5000 credits
• 4 people in group

If you have those two things, you can create a guild on the capital world for your faction.

For republic guilds, you’ll need to make your way to Courescant and Empire guilds will need to get to Dromund Kaas. You can do this at level 1, if you know where to go. While there are no level requirements to get to these places, you may have to walk past higher-level enemies that will make your journey tougher.

For the Republic, your guild creation NPC is located near the Galactic Trade Network under the senate building’s courtyard of Courescant. As you approach the senate tower, there are stairways to the left and right. Head down one of those and turn north until you get to where the GTN terminals are. Your guild creation vendor is in the north-most part of that floor.

For the Empire, your journey is tougher because you must brave the wilds of Dromund Kaas to reach Kaas city. Once you enter Kaas city head east over to the galactic marketplace. Your guild creation NPC is next to the skill-point-resetting NPC on the right hand side of the marketplace.

It cost 5k credits to form a guild

You will need at least 3 other members (4 total).

It is done in the capital city of your faction, so you'll probably be around level 10 when you start one (although it's possible to get there earlier, but you'll need money for cab fare).

It costs 5000 credits.
