Well, Now we have an answer:
Hey Everyone, This build has our first iteration of the Legacy System! At its core the Legacy system is about allowing players to create a family tree of characters. Family is pretty important to the Star Wars universe, with the Skywalker family having one of the most interesting dynamics in movie history. This version is just the foundational components that we will use to build upon in the future. Here are the features of this iteration: Once your character has completed their Chapter 1 storyline, they will be able to choose a Legacy Last Name. This Legacy Last Name must be unique and is shared across all characters, on all servers – so choose carefully! Once you have unlocked your Legacy, any and all characters on that server will now contribute to that player’s Legacy Experience Points. Much like normal experience points, when you reach certain Legacy thresholds, you will increase yourLegacy Level. We already have plans for how we will expand the functionality of the Legacy System in one of our major post-ship patches. This will include being able to shape your Legacy’s family tree, and give you a reward for all those Legacy Levels. We look forward to reading your feedback on the Legacy System! –James

What we're giving at ship is basically just a taste of the Legacy System. It's allowing you to essentially choose your legacy name, essentially your family name. You're creating a family, and you can populate that family with children or siblings, but you can also populate it with friends and henchmen. Even though it's part of a family you can still have aliens or people that aren't actually related to your other characters. This is one of the features that we have a lot of people focused on right now. All the characters in that family tree are going to share the benefits that come from being part of that family and those benefits are going to include new powers, new items, there's going to be a whole bunch of different things that you're able to unlock through the Legacy system.
The inspiration for it is that Star Wars is very much about family, you have the relationship between Luke Skywalker and Darth Vader or Anakin Skywalker so that was what started it off. We also wanted another reason to reward players for playing more than one character. If you decide to be the player who plays the Bounty Hunter and an Imperial Agent and a Jedi Knight, you're actually rewarded for doing that because you know they can all be part of the same family tree.
They never said there will be a legacy system. They said they talked about it but they never said it will be in the game. Which imho doesn't mean it will never be implemented.

The Legacy System unlocks after you get your first character past Act 1 of the main story. This occurs at around level 31, but varies depending on how many side quests and PvP and such you do.
Once the system is unlocked you can create a surname that can appear on all your other characters on that server. This can be turned off however, if you don't wish to display it for some reason.
You also begin accruing legacy experience. All characters on the server contribute to a single pool. You will get rewards for having certain Legacy levels, but what the rewards will be is not yet known.

I'm assuming if you have a level 20 character, and your level 31 character receives a legacy name, that both characters will have the same name and both be contributing towards legacy point totals then going forward?

I assume so as well. I would be very surprised if this is not the case, although I don't know that it has been officially confirmed as working that way.

Legacy is a system that makes your other characters share a surname, titles and other bonuses after you reach a certain point in the storyline (Act 1).
Basically the first character you have that reaches Act 1 is going to then proceeed to give bonuses in the form of surnames and even items (not confirmed, sorry) to your "alts", making all your characters something like a family.
Not much is known, yet, beyond this screenshot.
Surnames that must be shared by all characters on that server (which we're attempting to get BioWare to separate those surnames from the Legacy name) and rewards for rolling alts.

No answer on this yet, but it's been alluded to.
Speculation is that you might get race/class combos from the other faction (such as a Sith Pureblood as a Jedi Knight) or races not available (Nautolan, Togruta, Mon Cal for instance) to first-time characters.
As far as better items / better stats, this hasn't been indicated that I've seen, but that doesn't mean they aren't thinking about it!

About the legacy system.
It will not be implemented at the launch of the game, seeing as it not only needs to be coded in, but also well balanced.
As you can imagine, the given bonus' must not allow certain people to have a big advantage over others. Using this logic, you can simply rule out stats, talents, overpowered gear or item bonuses.
However they could still implement the same system as in WoW, which is giving access to items which are not OP, but that level up with your character, and give a %xp bonus. These would seem very obvious for rerolling. Also obviously comes the long list of visual and/or useful without affecting equality between players, such as : mounts, colourings, hair styles, armor logos, titles, etc.
On top of that, this is an actual Role Playing game. So you could think of certain faction based things. For example, you might influence your next character, where he already starts a bit evil and wins say a 25% more dark side points for dark actions. Seeing as for now dark/light actions do not give actual "bonuses" these would seem likely to be able to give the players a quick way of exploring a different way of acting !
