Every character gets it and you can buy more copies of it from a specific vendor.

In the beta every character got it. I assume the same will hold for launch.

If the beta is to be trusted in this regard, then yes, every character you create will get a Color Stone. It's important to note that, as far as I know (no official word, but he way it worked in beta), you only get one color stone (although there was a vendor who sold them for a few hundred credits on the Republic fleet, and I assume the Empire fleet as well), so when you're changing weapons, you may want to ensure you pull the pre-order crystal out if you want to keep it and not have to buy another for that character.

yes, any preorder, or edition based item are account wide universal. each character you make should get accesss to it.

whether the item is free or you have to buy it from a vendor might differ from item to item.
