Will there be authenticator applications for smartphones?

has anything been announced about an iPhone or Android Authenticator App for release?

There was a security vendor in the Beta, but I am wondering if Bioware is going to release an app before or on 12/20

I recall reading that it won't be there at launch but is planned for soon afterwards. The only way at this time is with the collectors edition, but I fully expect to see solutions for those who did not go that route available within the first 30 days.

As of right now, the only way to get an authenticator is with a pre-order of the collector's edition.

It hasn't been confirmed, but with the Security Vendor NPC and the fact that pre-ordered CEs come with it, signs are pointing to the fact that it will be available for those that didn't preoreder the CE at some point.

The answer is currently no--those are details that will be ironed out post-release.
