you find them in datacrons. datacrons are scattered across every planet in the game. the bulk of them are faction neutral, but some are faction specific.

Also datacrons can provide a negligible stat bump too. most gave +2 to a single stat or a matrix shard.

The Datacrons give stats boost up to like +10

Also if you collect all of the datacrons, each and every stat will be increased by +70 (on each stat, so collectively they are not negligible).

The Matrix Shards are used to produce a unique datacron (read: stat boost) based on the color combination of shards used. (DIY Datacron) :-D
