You can find them either as drops, already in dropped weapons (you can remove them), or as a quest reward. They can also be crafted by artificers.

what do you need to craft one?and where do you get the schematics for the crystal?

Quest rewards, and I'm fairly certain there are a few vendors that sell them.

It is a rare crystal and the only time I have seen them is on higher level people. I would expect that they are either dropped from high level flash points, or from higher level quests.

Here is a list on the colors that can be obtained and how to "equip" them. I would assume that it can be given via vendors/npc drops/crafting.
